I would inspect the rubber hoses, the charge air delivery pipe, and the rubber coupling between the pipe and the aluminum elbow above the throttle body. There may be an air leak, and compressed air may be escaping into the engine compartment when on boost. The reason could be a cracked rubber hose between the turbo and the intercooler, or intercooler and the air pipe, or any one of the several large hose clamps may be loose.
Less likely, I had a crack in one of the intercooler plastic end tanks that quickly expanded to a hole the size of a dime, and made a whistling sound.
And also, the turbo BPV (bypass valve) could be faulty.
