I'm not a mechanic, but I been having similar problem(s) with my car (not the turning the wheels part but the high idle)
I had the following CEL Code:
PO507 1 of 1 Idle Control System
System RPM High Idle
Actron CP9135 Global OBD II AutoScanner
If you go and look between the firewall and the engine there is a bent hose that goes from the turbo area to a purge valve near the right strut.

Look at "PURGE VALVE WITH VENT HOSE 93"
I had a rip in the hose and it would idle rough for the first five minutes and then idle around 1500 RPM (hence the PO507 high rpm). I tested it by wrapping my hands around it to covering the rip and the idle went down. Cost me 90 cents for a hose at AutoZone, but I'm kind of a nut and but the same hose from my Saab dealer and they charged me $29.95.
Maybe your valve is bad too? I think its $180 bucks for that valve, but I read you can clean it?
