First of all, is he a Saab mechanic or a general mechanic?
He might not know about how to reset the limp home function of the throttle linkage.
If the LHM (limp home mode)is not reset properly, it will set a code and the car goes into LHM. It's easy to do but hard to explain in writing how to do.
It is also a new software out for the Trionic computer that will help address this problem. The car might not have needed a new throttle body to begin with????
If he is just a general mechanic or a small Saab shop he might not have the capabilities to do software down loads to the cars computer.
