What to keep in mind with today's cars is that they have lots of computer controlled equipment.
Are you familiar with Microsoft and that when they release a new operating system, in the very next week they have a bundle of updates that keeps going on for years with new updates to fix the glitch of the old update and so on.
The electronic throttle body of your car was designed with to tight of operating parameters (sometimes called good/no good values). It kind of means that if the throttle body senses a value/restriction/hesitation that is outside its preprogrammed memory of allowed deviations, it sends the system into limp home mode.
A dirty throttle body can be enough to trigger limp home.
In one attempt to stop Saab dealers from throwing on new throttle bodies for no apparent reason, Saab came out with a software fix that widens the accepted parameters inside the computer to allow a bigger deviation of the good/no good values before the system goes into limp home.
This is a fairly new technology and even if your mechanic is a Saab-Volvo specialist he might be of the old school and have not picked up on this.
I'm not putting him down in any way, just trying to explain how it works.
Since he is a Volvo specialist too, ask him if he have the latest and full version of VADIS with the VCT2000 interface box so that he can "talk" to all Volvos from 99 and up, if not, he have not yet embraced the new technology.
In my case, I would not start with installing a new throttle body on the car. I would first of all check so that the latest software is installed and that the throttle body is cleaned out properly.
Than I would look over the whole intake system for broken vacuum hoses and alike.
When all the basic is checked and repaired, and I still have the problem I would maybe go for a new throttle body.
