car was be driven in before. The rotors you describe are perfectly normal in such an environment. They're probably used to their customers not seeing any rust, so they can easily persuade them that it's a problem.
I live in Denmark, where most of the year the roads are either wet, salty and wet or salty and slushy all the time. So new rotors start to rust from the moment you drive off the lot, and I've yet to have a single rotor break or become inoperable because of rust. They're worn down long before that. As Anders says the so-called "hotspots" are just surface imprints from the pads, from when you're parked. Nothing to worry about.
I would think that Anders is a lot more knowledgeable about these cars than some random dealer mechanic. Especially when the cars are in a wet and cold environment compared to an LA mechanic.
I hear what you're saying about wanting a good relationship with your dealer, but it's clearly not a good dealership. Even if the job needed to be done (which it didn't), they also tried to shaft you on the price. Find another dealership, or just use them for warrany repairs which you don't have to pay for anyway, and then Anders for everything else.
