I have driven my car for 8 winters with snow and road salt, and had one set of new rotors in that time. Rotors and pads stand up to rust well.
Saab rear brake calipers do not do so well with cold winters and road salt, but it took 8 winters before one rear caliper finally rusted to the point it stopped working. See the results in the right half of pic below. That could have been avoided if I had lubricated and/or rebuilt the calipers with new seals once or twice.
If your brakes feel weak, it is most likely something to do with front brakes which account for 70% or more of braking power, not rear pads or rotors.
A dealer is not the best place to help you with that. Peopele go to dealers with the expectation that a dealer will replace a specific part that is failing with a new one, preferrably under warranty, and have the satisfaction of knowing thy are going home with a new part on their car.
If the brakes feel weak for your driving style, someone first needs to verify there is nothing wrong with any part of the brake system. If there is not, help you select better brake pads, or pads and rotors for the FRONT wheels. Getting new pads for the rear will not help much, but it will not hurt, either.
It is best to do brakes on one set of wheels at a time, and let them wear in a little before you do the other set anyway.
Bottom line is, you are the one who has to be happy with how the car works, and the parts that get put on it...
