I don't think there is any way to tell for certain, but assuming around $100 per hour, I am not sure what could take 3.5 hours. I would ask them to show you what they did.
The O2 sensor has an attached cable. The cable routs around the engine block and is held at a few places with a clip or a cable tie. The sensor connector just plugs into another connector at a bracket on the side of the engine.
In any case, almost every mechanic can install an O2 sensor, and you can look up the cost of a new one for your car on eEuroparts, or at Autozone. There is no need to go to the dealer, and you can very easily compare the prices. Any mechanic or a chain listed in the Yellow Pages in your area can do this.
Since you can't be sure there is a bad sensor, if you replace it keep the old one as a spare.
