The fact that the battery is registering 12 volts is not necessarily a good thing. A "Good" battery should register 12.6 volts - and should maintain this reading while you're cranking the starter.
You should measure the battery voltage whemn cranking the engine. You may find that the voltage drops to under 10 volts, which would indicate a battery problem. Once the battery is charged, you should be able to read close to 12.6 volts while cranking the engine.
If you have 12.6 volts while cranking then the problem may be in the battery connections or the connections to the engine ground and starter. These get corroded over time and introduce resistance into the circuit, which would yeild the symptoms that you exhibit.
Not necessarily a difficult task of troubleshooting. But, a shady dealer would "Gladly" point to a bad starter, alternator or other high priced item if you exhibit too much ignorance on the subject.
