There is an issue with the gears for the ronneau cover but that wouldn't effect the top rising back up.
My guess is that the hydraulic fluid is low.
Fold down the back seatback
remove the "pass through" trim
remove the 8 bolts (13mm) that hold the motor assy to the cross brace
pivot the motor assy up and toward the rear of the car until the screw cap on the oil tank is pointing up. The oil should be at the top fill line.
I suggest getting the oil from either the dealer or a site sponsor and not trying to use something else.
When pivoting the assy back down, be careful not to pinch the lines!
