I just had this problem on my Viggen yesterday. This is what I did:
First, get some Knock'er Loose penetrating oil and spray at the joint where the rotor meets the hub. Let sit for 10 minutes, spray again, wait 30 minutes then try the sledge again. I used a 4lb sledge. Make sure you smack it good once, turn the rotor a bit and repeat. If you hit it too much in one spot, it might bind up.
When re-installing, spray some anti-seize on the surfaces. Wipe it down just a bit with a rag so there is no liquid to spin out onto the rotor's braking surface.
While I was waiting for the penetrating oil to soak in, I researched another method. See link below.
