If it was only the tensioner pulley to deal with and that the two idlers were stationary, it wouldn't really be a problem.
But with those two being eccentric, you can actually move the timing easily one tooth out of time.
Also, having the two idlers wrongly set, the timing belt will not be in tension all the time and it will slap around on the middle idler.
