Should be no problem with use of atmos. dump valve with the 1999 9-3 since this should be T5 Trionic engine management (no air mass metering).
The only problem with use of an atmos. dump valve is that the valve could be open at idle if valve spring rate is low. This could allow debris to enter the induction system but fixed by increasing spring rate of the valve so that it stays closed during engine idle.
