I can hear mine faintly. Sometimes from inside the car depending on how much ambient noise is going on. I can always hear it from outside the car.
If the plugs are new (and correctly gapped),the culprit is likely the DIC in my opinion.
One thing you can try checking is the wire harness to the DIC - clean the connectors with contact cleaner (plastic safe type), and check the wires. For example, the throttle cable on mine was rubbing on the cable and wearing through the pvc jacket. I caught it in time, but if it wore all the way through, there would have definitely been electrical problems if not a catastrophic failure.
By the way, did you get the DIC from the Ebay seller selling the Chinese knock-offs? If you search the board, I think others have considered trying them, but as far as I know, no one on the board had the guts to try it - you may be the first on this board.
If you know anyone near you with a known good cassette, you can try swapping it for a little while to see if it fixes the problem. It's cheaper than buying another one only to find out it still persists.
If the DIC is the problem, and you want to be PC, you're stuck with getting a red DIC. If you're willing to risk it, you can get a used one off Ebay or somewhere for short money. You can non-PC and get a black one which is a LOT cheaper new. BUT, run it at your own risk - search posts about it. A lot of people have run black DICs with no apparent problem despite the warnings. I don't think I've read any post where someone used a black one on a t-5 AND reported a failure BECAUSE of the DIC.
