The US Government program (called colloquially "Cars for Clunkers") has been a short-term success, and may continue to be so. A gas-guzzling clunker can earn a government payment of $3500 - $4500 towards a new, fuel-efficient car. My neighbor has just traded in his 16-year old minivan for a new Nissan Cube using this program. The traded clunker must be destroyed.
If I were to trade in my pristine, low-mileage 2002 SE (78K) on a new car, the book trade in value is, guess it!, $4,500. My dealer can then turn around and retail it for about $8000. Since I plan to keep my 9-3 indefinitely, this ridiculously low trade-in value doesn't directly affect me, but the irony most certainly does.
There is no advantage in living the clean, simple fuel-efficient life of a Saab owner. Instead, those who are rewarded are the couldn't-care-less masses who rushed out and bought a huge SUV or truck some years back - the government will look after them.
