No, that's the irony. Our Saabs have a trade in value only; they don't qualify for the Clunkers program.
The original point I was trying to make is that, under the program, a dealer receives a piece of junk which is immediately scrapped. The dealer receives in turn a check for $3500 or $4500 from the government, and this payment is credited to the buyer of a new car.
In a conventional trade the dealer gives me, the customer, $4500 for my pristine Saab, and probably sells it for about $7500. He thus makes $3000 on my car.
The dealer thus benefits significantly. He makes more money from the clunker program, and does not have the hassle and risk involved in selling a used car. I, on the other hand, sit wondering why my environmentally correct choice (a 2002 Saab) has a lower overall transaction value than a 20-year old battered minivan or truck with horrendous gas consumption.
Now, do you want me to tell you about second home in Chicago which is ineligible for various government mortgage reduction programs because I did the responsible things when I took out the mortgage (25% down, conventional mortgage) and moved to Florida when it was obvious that the Illinois economy was not going to recover soon?
