Viggen surging/hesitating with uneven idle

I've got two different issues that I believe are tied together. My '01 Viggen has an uneven idle and also has been surging and/or hesitating while driving. Whenever I am driving in 4th, I get some surging followed by immediate hesitation. Any adjustment of the gas pedal seems to be rough as opposed to a smooth acceleration or deceleration. I also get an occasional CEL stating that there's an EVAP Emissions Error (According to Autozone)
So far I've replaced the spark plugs with OEM, cleaned my K&N filter, replaced the vac lines with 35mm silicone, replaced the MAF, and cleaned the throttle body with no relief. The problem does seem to occur more often when it's hotter out. I'm not using the AC much if at all.
I've heard suggestions on cleaning the EVAP purge valve, but I'm not sure where that is...so any direction in its location would help. I'm looking for any help I can get as I'm getting pretty frustrated and am trying to avoid just taking it into the shop.
Thanks.
