I had this same problem more than a year ago, and I think it's just now starting to reappear. Here's what's happening:
The throttle body is electronic, so when the car is off, you're only moving "half" of the throttle body. The "other half" of the throttle body only moves when the car is on - it's electronically controlled. So what happens is, the part that moves when you touch the pedal has a wiper arm, that the computer translates into how much to actually move the throttle plate. When the wiper arm gets dirty with carbon buildup, the computer thinks you're moving the pedal, when you're not. So you get this slight hesitation/loss of power randomly.
Of course the most used part of that wiper arm is like 2-4k rpms, so it gets the most buildup. One way to fix it is to disassemble the TB and get as close to the wiper arm as possible & clean it out with electrical contact cleaner. you can buy this stuff at radio crap, or other electrical stores. other ppl choose to replace the whole TB, but I didn't want to spend $450! If you remove/clean the TB, be sure to buy the O-rings that go between the TB & the intake manifold; they get hot & brittle & you don't want any air leaks!
Do a search for this stuff here on the board, I think there's a more descriptive post somewhere on how to tackle this.
