I think it is the bypass valve!

The sound that I hear, sounds a lot like a bad bypass valve. The bypass valve is located just behind the radiator, above the turbo. There is a pipe that comes up from the outlet side of the turbo into the bypass valve, then there is a silver pipe that runs horizontally out of the bypass valve, then back down to the inlet side of the turbo. There is also a vacuum hose that runs out of the valve back to the firewall, where it connects to another valve known as the Boost Control Valve. The bypass valve is very easy to replace, pinch open 3 clamps, disconnect the vacuum line and remove the valve. To install the new valve, reverse the procedure. For a better look, click on the Eeuropeparts site, enter your year and model of SAAB and where it says "choose category", choose turbocharger. Then scroll down to #20, the boost bypass valve for a look at the part.
