the part number 4543450 is the Saab part number for the lower control arm (that doesn't mean he used a genuine Saab part).
The bushing on the control arm is replaceable (without having to get a whole arm - it's the ball joint that you can't get as a separate unit), the Saab number, I believe, is 4545711 (it's the one where the stanchion arm connects). You can get the bushing anywhere from $12 to about $60 depending on vendor and brand.
There have been reports by others where the bushing blew out quickly for one reason or another. Some replace all the bushings with "high performance" units.
It sound like he told you the bushing needed replacing BEFORE he actually looked at the car the second time?
