Breaker bar, 6-point socket (17mm, I think), rolling jack, jack-stands, wheel chocks. Personally, I've done it with only the 1/2 scissor jack supplied with the car, but it's shakey.
If you are not fast enough with just a breaker bar, you're doing something wrong. Break the bolts loose on the ground about 1/8 turn, jack up, break loose some more until the bolt spins, then disengage socket and move on. Once all 5 are spinning, you can spin them off by hand 2 at a time... fast!
You're changing the wheels twice a year, not doing it 40 times per day. If you just want to load up on tools, get an impact wrench, but I think it's overkill.
I don't use a torque wrench. If you're unsure of your strength or don't have a feel for stuff like that, get one.
I used to swap wheels every winter on my '97 900SE - it took about 45 minutes, but that included cleaning and waxing the wheels that just came off (best time to do it, IMHO) prior to storage.
