I would take a look at other Saabs in your area for a comparison. $1500 seems high to me compared to what you could find on craigslist for a similar one. I sold a '96 last year for $1,000 that had 200k but a near mint exterior and pristine interior. For $500 I could have put in a newer used engine.
Be honest in your appraisal with all the little things that don't work, the paint etc. You might even consider finding a similar car that needs new parts that you can take off of the '95.
I personally don't think letting a car sit for a year is a big deal that requires a "major service." Unless it was outside in the open.
Make sure they look at the clutch and see what the life is. If the interior and exterior are in great shape then $1500 might not be so bad. For a '95 I think you could find something from $1,000 or so. With a few months and the Haynes(?) manual you could part out your car and certainly make more than $100. Especially winter time when lights get hit. I think you could easily get $500 with not too much effort and find a metal scrapper to haul your car shell away. It is also a great way to learn how to take them apart too. I know I learned a lot.
If you keep it, get what you need done in terms of safety and drive it around for a few weeks to see how it continues to run. The list didn't show anything that you would need to see a Saab specialist for if that is why your estimate is so high.
