Rear seat belt "buttons"

We just purchased a nice '02 Viggen and noticed that the rear seat belt on the driver's side of the car doesn't retract fully. The plastic "button" on the belt that limits the belt from fully retracting in the reel was moved up (we guess for ease of using a car seat) but now the belt flops around. Is there a way of removing and relocating the button so the belt fully retracts, or do you have to break it and get a another one to install in the correct spot?
