stanchion arm bolt

Help, I snapped the bolt attaching the stanchion arm to the frame. Dealer wants to remove whole engine cradle to fix. Any suggestions. Can I drill and tap it out? Can I cut the head of the stanchion arm away and vice grip it out? Also thought of cutting whole in floor to reach bolt. Has anyone had to do this. Enough of the bolt remains to hold the arm in place, but the bushing is near destroyed.
