1996 900SE Turbo M/T

While driving last week my car would stutter as if it were struggling to get gas and try to pull itself then let off continuously, then it would drive normally. I made it to work, but when leaving my car wouldn't start. After about five tries it finally made a hard start. I made it to within a mile from my house when the motor shut off and I could tell gas was not getting to the motor.

I replaced the fuel filter, tried, no start. I just now replaced the fuel pump, tried, no start. All relays and fuses are fine except one designated "H" under the dash when the Haynes manual states it should be "F".

What are the problems (any and all) that could cause this?

Where is the schrader valve located on the fuel rail?

Any help is greatly appreciated because I'm tired of driving a Hyundai Elantra.
