I wouldn't be concerned. I recently bought a new Gatorback belt from an Amazon retailer, and the sleeve on it looked like it had been sitting on a shelf or in a window for years, but it seems fine. Some belts are dark brown when they're new. A lot of the factory Honda belts I used to get looked that way. It's just the material they're made out of.
