If it looks like the rotors are rusty on the outside (more than just the rust you get in a day on the raw steel) then the calipers are either not sliding or not working. Odds go up that you need new calipers. If the money is not an issue, you could order them and avoid any potential parts wait at the cost of, well, the cost!
The rotors can be reused if they are not under spec (too thin) and they are not warped. Again, same issue... if you don't mind spending the money and you want to make the job fast and easy with no trips to the store, you could order some. You should get two new brake rotor screws and install them with anti-sieze: see threads here on how to get them out (best to plan ahead and try to get them out whole).
