When the resistor fails it should still come on on high. Somtimes if the fan starts on high it pulls so much current that it pops the fuse. Obviously the fan motor works so the resistor is likely failed. Check maxi fuse 1 and fuse 3 in the underhood relay panel. It could also be a bad temp. sensor.
If you jump relays you can use a test light to check for power, but be careful. Don't use a paper clip or you will burn your fingers.
