I have a '99 with the T-5 engine. I've had the same issue twice last 5 years. It was a vacuum leak; 1st time the lines, 2nd time the EVAP purge valve
1st check the line to the EVAP purge valve (technically not a vacuum line, but behaves like one), and the purge valve itself, (easy to check for this by clamping off the line close to the throttle body, if the stumbling stops then you know its the line or valve). Then replace your vacuum lines.
For good measure, clean the throttle body & make sure your spark plugs are good & properly gapped.
