Hi Brian,
Here's what I would do:
1. Oil & filter change - it's never too late to switch to syn!! I've changed 3 cars over at 140k-160k mi w/o any problems. BUT - I always run Auto-Rx first to (safely) remove accumulated gunk. A quality Group IV syn (like Mobil 1 or Amsoil) with a better additive package (0W-40, 5W-40, or 10W-40 High Mileage) will clean gunk out too (slower than Auto-Rx), so I always run a larger filter (Purolator L20195) to catch the debris.
4. Air filter - why toss the K&N? Has it been cleaned too many times? The '99s don't have an MAF, so if the K&N is still good, switching to paper will only end up costing you more replacement time & money.
6. Coolant flush - I would look for Zerex "Global Lifetime" (G-05 orange?) coolant & use that.
7. PS fluid - I flushed my last 9-3's at 100k mi. Instead of a nice clear green it was a swampy black/green color. I'll flush my current 9-3 at 120k mi.
8. ATF - I've always switched over to Mobil 1 Syn ATF as early as possible (Amsoil would be a good choice also). Then a D&F every 30k mi.
10. Throttle bodies - if you're doing transition work on these, don't forget to pull out your IC "silencer" & increase the diameter of your airbox snorkel.
11. Spark plugs - depends on your driving style. See my reply on that plug thread you referenced.
12. Brake fluid - flush every 2 yrs (or 30k mi if you drive a lot)
When was the last time you replaced the serpentine belt & both idler pulleys?
I would also snug the Torx bolts on the valve cover. I don't "routinely" replace hoses as a rule, but others here may have some advice on that.
