Input Speed Shaft, P0717, and Range Sensor?

For two years now I have intermittently gotten code P0717 on my 2002 9-3 SE suggesting that the car needs a new input speed shaft sensor. However, I replaced the ISS three times (including one swap with the output sensor) and the problem always remained the same (P0717). Additionally, I changed my trans fluid (which looked fine) and inspected the first twelve inches of wire coming of the plug that snaps onto the ISS. The wiring looked fine in that spot.
The problem is much more frequent in rainy days, so I developed a new theory that perhaps the 11-year old plug was no longer water proof and water is being kicked up by the tire and internally compromising the plug. I siliconed up the plug and installed another brand new sensor, but that did not change anything. The problem is not constant, so I do not think testing for continuity will prove to be helpful, but I do think something may be loose somewhere. Does anyone know offhand if the wires from the plugs for the ISS and OSS actually go into the range sensor too? Could a bad range sensor be the culprit, or a bad tranmission control module, for that matter?
I am getting frustrated that I cannot seem to solve this. I know range sensors are a common problem, but could they cause the signal from the ISS to stop by failing to feed power to the ISS?
Thanks very much,
Eric
