Sometimes it might not be clear but the owner might hear one thing when the mechanic says another and then it gets out of hand when the owner post that incorrect information on the internet like in this case.
I think many and most of us understood from the first post that it was about the ABS control module even though the poster used the wrong wording.
Prices of repairs can always be debated since each and every person can agree to or reject to have their car repaired for what the shop suggest in price.
Also as some suggest, there are very few shop owners that would allow a customer to drive the car while the ABS module is removed and sent in for repairs.
This is mainly due to the litigious world we live in.
Can you imagine the law suit when the owner runs over a person and it is found out that the mechanic removed a vital part of the brake system that would have stopped the accident from happening.
No one in the courtroom would have any interest in hearing that the part was already broken and that's why it was removed.
