Yes it does lubricate gear sets, but these are planetary gear sets that are always engaged (meaning tooth to tooth contact, not that the hydraulic clutches are always engaged). Remember that every common hydraulic oil also lubricates the positive displacement pumps (i.e. gear, gerotor, or vane pumps) used to generate the hydraulic pressure. So the fact ATF lubricates gears in an automatic transmission does not necessarily make it a good gear oil.
