It turned out that the seal had become loose and was rotating with the pulley. The slight coat of silicone could be seal finely ground on the inner side of the the pulley. I'll admit I was not confident with the quality I put it in. This time patience, vaseline on both o-ring and seal worked magic. As for that circlip .... Thanks for your help guys.
