It's not the ACC module, unfortunately.
Search the board for 'air distribution' and/or 'dash vent.'I have the same issue with my 99 Viggen. There is a design flaw involving inadequate clearance that prevents the flaps from consistently returning to that position. The previous posts suggest this can eventually damage the motor or gears. There's no fix that I've found and accessing the distribution box to try and fix is apparently extremely difficult and involved, and may not even ensure success. Like its one of those things put in during manufacture with no intention of ever being removed/replaced, one 'joke' being that the car is built around the box.
I also have the intermittent success like you, so I've programmed my ACC to always begin in the dash vent/Econ position and I try to avoid changing it, although I've been forced to in some extreme defrost situations. Can't use AUTO for the same reason, so I press the ECON button to turn off/on AC without changing vent. Makes winter challenging for sure.
