Winter tire comment and questions

UPS dropped off my Michelin Arctic Alpins today that I ordered from the tirerack. WOW, these things have some serious tread depth. I have never bought winter tires before, but I can tell these babies will deal with snow a lot better than my worn all-seasons.
Question 1: Reassure me: I have a 96 900S with the 15 inch 15 spoke rims. I bought the Alpins per this board's recommendations in 185/65/15. I know a little bit about what the numbers mean, but just to be sure...these tires will fit on my rims that usually have 195/60/15 right? The tirerack says that the size is from sidewall to sidewall , but I am not sure if a smaller size tire will still fit on my 15 inch rims. How does the rim width play into it? I know this is a question I should have asked before, but I trust you guys :)
Question 2: Way back earlier this year there was some discussion about a certain machine that some shops use to balance tires. It was recommended to go to a place that has this machine. What is its name, and are there any "chain stores" that generally have it, or will I have to call around? I want to get these snows mounted and balanced right!
Question 3: Any upstate NYers (Scott included ;)- When do you usually put your snows on?
