I expect that the mess that you see is old Armour-all. Armour-all as it ages turns into a lacquer like substance. Over the years this builds up and has dirt within it too. Vinyl dressings attract and hold dirt, as they produce a wet surface. As the layer ages and hardens, you get a durable layer of dirt, protected by Armour-goo.
You might get it out with a tooth brush and classic Windex. I also suspect that the problems with this material blistering and breaking is really caused by vinyl dressings causing the plastic to swell, and that components of the vinyl dressing also migrate through, as well as into, the plastic and change the properties of the adhesive it self, or the adhesive to plastic or adhesive to paint interface. The swelling of the plastic allows it to lift off of the contaminated adhesive.
