With respect to your ECU comments of shifting lines etc = NO.
Trionic 5 was /is a dual bus system and will change air/fuel and timing.
Engine vacuum is not T5 regulated, and lines are not randomly changed.
With regard to idle speed: MOST SAAB NG will show idle @ 1,000 on the dash. Actual idle on a 5 speed generally is around 900/925 rpm according to Tech2.
When the car is actually idling at the 1,800 area, have you tapped on the IAC to see what happens ? If it "settles" after a couple of gentle taps, it may be the IAC sticking/stuck/bad/defective....what-have-you.
On the old classic whale-shaped 900's if you lost a vacuum line, you could get 1,500 rpms real easily.
Look behing the thermostat @ a tee where 5/6/7/8 I don't know exactly come together.
Look on the throttle body base @ the vacuum hose ?
Cruise control ?
The OE rubber quality of '94 and '95 is EXTREMELY suspect.
Buy 100 feet of vacuum line and DIY. ALL of them . See what happens.
This would be where I would begin the trouble-shooting process.
