Speaking of cruise control. If there is something constraining the throttle plate from closing properly, you can grab the throttle mechanism and try to close it with some force. I expect that you will conclude that the throttle was closed on its stop. You might want to drive around for a while with the plasic cover removed to allow easy access, also for banging the air control valve. Would not hurt to tap the throttle body position sensor, or poke at it's largely inaccessable connector and wires. Grab the throttle body transistion casting and yank and push on it to determine if the throttle body mounting is an issue.
Check the brake vacuum line fitting. It has a hex fitting that you can check for loosness.
