As their name says, fog lights are designed to be used specifically in fog. They are mounted very low and light mainly the area very close in front of a car. Because of their low position, they are also more visible to other drivers, as they kind of distribute their light underneath the fog.
Using fog lights on clear nights will make your eyes adjust to the bright area right in front of your car. Your long range vision will be negatively affected, as the regular headlights don't light the long range as bright as your fog lights light the area in front of your car. You might see obstacles (or pedestrians) much later than without foglights on.
In rainy nights, oncoming drivers are blinded by four lights (headlights and foglights), plus the reflections of those four on the road. Especially for older people, but also for people with glasses, contacts, or other eye problems, it can be very hard to see the road in this scenario. The accident risk goes up significantly.
What State are you from? If you ever get to drive in Central or Northern Europe, you will notice hardly anybody using fog lights, unless there is in fact fog. I have heard that German police is quite strict about it.
I don't know what makes you think "more is better", but in this case it certainly isn't. You are fooling yourself into believing you have better light, while at the same time putting yourself and others at a higher accident risk!
