Making your own Tech II

Has anyone ever attempted to "make" your own Tech II? From what l hear it could be pretty handy. If one just took apart a serial cable hooked up to a computer and shoddied the wires to the diagnostic maybe you could read what the car was putting out and somehow read it? l'm no computer expert. l've seen people use the "link port" of standard graphing calculators (for high school - college) to control robots, send radio signals, and stuff like that. Bear in mind l have little or no idea what all this would entail :) Does anyone know what kind of voltage the diagnostic hookup in the car puts out?
