Well, since you admit that you "have little or no idea what all this would entail". Let me just say that there is an entire industry who's sole focus is automobile diagnostics. There are hardware/software combinations that run from $100 to $10,000 (with Tech II in the middle at about $3000) which send and receive data from a car.
The basic technical specifications for the communications protocols (Saab uses ISO-9141) costs a couple hundred dollars and would choke a horse. And that is just the basics... The "Real" stuff that you want to do is all proprietary and Saab WILL NOT release this information. Thus, you can retrieve basic engine parameters (engine and air temp, boost pressure, RPMs, O2 sensor data, etc) but none of the third party tools will be able to program remotes, change alarm settings, configure the 100's of various settings on a Saab, or retrieve any of the special check engine codes.
All that said and done, the cheap DIY unit at http://www.obd-2.com (no affliation) is worthwhile if you want to see the basic engine data... It runs on any dumb IBM laptop. Get the ISO-9141 interface and have fun. You can't change any parameters on the car so it's difficult to get into trouble with this.
