I just replace the entire fixture. I am pretty sure that there is no lens removing option. The entire fixture is glued together. You can buy the fixture for about 75.00 on various places. I bought mine from Volvo and Saab Dismantler's in CA. Their link is in another message by myself down below.
The entire process of removing the fog light fixture is trivial. It should take you about 10 minutes from the moment you turn your car off, to the moment you are driving away with the new fixture.
The process is simple. Remove the 10 mm both that connects the front spoiler halves. Carefully yank the side of the spoiler where the fog light is broken. The spoiler is VERY flexible, so do not be worried about breaking it. Notice that the spoiler engages on various parts of the upper bumper. With the front spoiler out, you should be able to access the 3 8mm screws that hold the fixture in place. Disconnect the Fixture cable (electric cable in the back of the fixture). Remove the fixture and install the new one. Make sure that you engage the spoiler in the small "lip" and that the spoiler clicks into place. Replace the 10mm bolt again, and drive away happy to save yourself hundreds of dollars 8).
