This can happen if the wax sets-up too quickly trapping moisture under the wax (likely in high humidity conditions) Could also be an incompatability between wax that is on the car and the 'new' wax.
You might try letting the wax set-up for a longer period of time. So if setting -up longer and the the fine mist of water (or an instant detailer/speed shine product) doesn't work. Then you may need to strip the previous wax usinga strong detergent like Dawn in your car wash.
