1. Get a close look at the problem. Use a magnifying glass or loupe or buy a maginfier at Radio Shack. 10X magnification is OK, 30X is better. Acid rain etching will look like craters while a surface deposit will be a lump. This will help narrow down the problem.
2. If you haven't done so, hand wash and dry the car yourself using a mild car wash shampoo and a new or clean mitt. I don't know what brand of car shampoo you use but something like Mothers Calif. Gold shampoo is quite mild; you can get it at Pep Boys and others parts stores.
3. Once washed and dried, try a few household products on a small area of the paint to see if they have an effect. Try rubbing alcohol, Goo Gone/Goof Off, bug & tar remover, mineral spirits, a little bit of Simple Green.... stuff like that. If it's a surface deposit one of the above might take it off. If it's acid rain damage, nothing above will make a dent. But it's worth a try, just to see.
4. Discuss with a pro painter if you're still not sure what it is. Find the best body shop in town and ask if you can bring over your car for an evaluation. Chances are they'll know what it is and/or what caused it. You can take your options from there.
Acid rain damage can happen in one rainstorm. Even AM dew can cause etching. Some times of year are worse than others, depending on what's being spewed into the air by factories, mills, chimnies, etc. Weather patterns play a huge role in acid rain problems. Much of the same can be said for airborne deposits. Parking your car downwind of a chemical plant during an "incident" can mean instant paint damage. My mom used to work for a chemical company that made silver nitrate and her white car had this grey mottled look from all the "incidents" they had at the plant. Imagine a sales rep visiting a factory having his car "dusted" during a sales call. That's all it takes.
