Tree sap can be tough

Each species of tree emits its own sap and some are easy to remove while others almost impossible.
You didn't say what processes and products you've tried so far, but I'd start with a strong wash using a household detergent like Dawn or similar.
If that doesn't work try using isopropyl alcohol (rubbing alcohol). Next step is a petroleum-based solvents like mineral spirits or naptha. Large bloba may need some dwell time to soften the sap's bond. Soak a paper towel in cleaner and let it sit for a few minutes in the shade with the car cool to the touch.
There could very well be permanent paint damage under the blobs as the clearcoat was "baked" by the magnifying effects of the sap. A close look under a magnifying glass might show cracking of the clearcoat where the blobs were. If that's the case, a trip to a body shop for a respray is in order, I'm afraid. Hopefully the paint is still in good shape underneath all the sap.
