Clay doesn't remove oxidation. It removes surface contaminents like tar specs, paint overspray, tree sap, etc. It prepares the paint surface for additional polishing and defect removal.

Try this easy test: Place your hand inside a plastic sandwich baggie and run your palm along the car's hood, roof, and trunk. If you feel roughness (you might even hear it), your paint could use a claying treatment. It may not need claying on the sides as badly unless there is a build up of road tar or some other crud, but test there too.
