Knowing 3M products, I seriously doubt the stickum on this tape goes bad in even 15 years in storage. It's meant to, and darn well does, hold up in exterior use in high-wind exposure in rain, sun, heat, cold, etc., while barely lifting even at the edges, and that only late in life. And even 10-plus years old it still peels off nearly clean.
I would not under any circumstances add contact cement to this stuff, it's likely to ooze out all over the paint alongside the stuff, and also far less likely to stick than 3M's applied adhesive, and likely to make that fail.
Make sure all wax and silicones etc. are off the paint first, and apply it in warm enough weather or use a heat gun on low to warm the area and the tape.
I haven't applied this, but it's possible it's the kind of bond that sort of sneaks up on you, not tight on first applying so it's easy to re-position if you're off, but tight as skin later.
I'm currently trying to research with 3M to source some of this stuff to make new strips for Classic 900s. US has bounced my query to 3M Europe and it's now vacation season there so I'm kind of on hold. It's a variety of something they sell in the US only in a clear glossy formulation for cars or in matte military gray for jet aircraft. Polyurethane Protective Tape, probably 8681HS.
