I'm sorry, but I couldn't follow when you were discussing prices and procedures. Has the car already been detailed and you want to re-detail it? Or is it something you want to do on your own instead of having it done?
It's hard to say what an accurate price is. An honest detailer will not quote you an exact price until he can inspect your car and get a handle on the workload involved. $200-300 would seem reasonable for a full detail, interior and exterior, but it really depends on the detailer and the local market. I think there are a few threads here discussing Boston-area detailers so you might do a search for that.
A good detailer should be able to remove (not hide) all the swirl marks and oxidation. Scratches can be eliminated or reduced unless they are too deep, which the detailer can advise you on. Other paint flaws like failing clearcoat or acid rain damage should also be noted. An experienced detailer should be able to walk around the car with you and point out things he can and cannot fix before he starts working on your car.
I'm not sure if this is what you were looking for but I hope it helps. Let us know if you have more questions.
