Try the following steps to clean the inside of the headlights:
1. Remove headlight bulbs and then remove headlights from car
2. Put a few drops of dishwashing detergent inside the headlight and
then fill the headlight about halfway full of water.
3. Gently shake the headlight back and forth for 3-5 minutes.
4. Empty the headlight and rinse it out with clean water; do this as often as necessary to get out all the residual soapy water.
5. Put 6-8 ounces of alcohol in the headlight and gently shake the headlight to cover all the surfaces with the alcohol.
6. Empty the headlight out and place it in a warm area (with the opening facing downward) to dry out; you can use a hairdryer on the headlight to speed up the process.
I have used the above procedure to clean up headlights on older vehicles and it works quite effectively. An optional step would be to use distilled water instead of regular tap water to minimize the possibility of any mineral deposits on the lens when the water and alcohol dry out.
Good luck.
