I'd take it to another shop or better still relo to a state less regulated than PA. I did both of the above. The inspection process in PA is geared to generate a constant stream of revenue for local repair shops as well as the state, IMO. Where I live now (Colorado) the annual auto inspection was dropped over 20 years ago as the majority of the populace did not see a need for it, and whether or not it actually made the roads safer was inconclusive. You cannot even buy beer in a supermarket in PA for christ sake, under the lame arguement that allowing this would increase the rate of alcoholism.
While residing in PA, my car flunked due to a less than dime sized hole in the muffler. I patched it completely, but they flunked it again. I contacted the State Police (who run the system) and was told " no patching whatsoever allowed "
They just need to raise the taxes more in Alleghany County, and please don't tell the township where I lived in PA where I now reside. I left town without paying their stinking resident tax. I remember my county and local tax burden being over $ 6K, vs < $ 2K in Colorado.
